To reach CLB 7 on PTE Core you need at least 60 in Listening, 60 in Reading, 68 in Speaking and 69 in Writing. CLB 9 starts at 82, 78, 84 and 88, and CLB 5 starts at 39, 42, 51 and 51. Each of your four skill scores, on the 10 to 90 scale, converts to its own CLB level, and IRCC checks every skill against your program's minimum on its own. Your overall score is not part of the conversion.

The ranges match IRCC's language test equivalency chart from CLB 4 upward and the alignment table in Pearson's PTE Core Test Taker Score Guide (page 9), which also covers CLB 3. Writing has the narrowest bands near the top of the scale: CLB 9 is only 88 to 89, and CLB 10 needs a perfect 90.
What PTE Core score do you need for Express Entry or citizenship?
Every program sets a minimum CLB level, and you have to meet it in each required skill. One weak skill is enough to miss it, however high the other three are.

Meeting the minimum only makes you eligible. In the Express Entry pool, the Comprehensive Ranking System gives more points for each skill up to CLB 10, and CLB 9 in all four skills unlocks the full skill transferability points. That is why many candidates aim for CLB 9 (82 Listening, 78 Reading, 84 Speaking, 88 Writing) rather than the CLB 7 minimum. Which skill usually holds the CLB level back?
On PTE Core it is usually Writing or Speaking, because their cut-offs sit highest: CLB 7 needs 69 in Writing against 60 in Listening and Reading. Several Speaking and Writing tasks are also integrated skills tasks, so one response feeds two scores. Read Aloud and Answer Short Question each feed Speaking plus a second skill, and Summarize Written Text feeds both Reading and Writing.
