PTE Core vs CELPIP vs IELTS General: Which Test for Canada PR?

PTE Core, CELPIP General and IELTS General Training are all approved by Immigration, Refugees and Citizenship Canada (IRCC) for economic immigration, and all three report against the same Canadian Language Benchmark (CLB) scale. No test is officially easier. The practical differences are how long the test runs, whether a machine or a person marks your Speaking and Writing, and how fast the score reaches your Express Entry profile. PTE Core is the shortest of the three at about two hours and the fastest to return results, usually within two business days.

The short answer

Pick the test that suits how you perform, not the one a forum calls easy. If you speak fluently into a microphone under time pressure and want your score back this week, PTE Core fits. If you would rather have a trained human rater judge your Speaking and Writing, and you are comfortable with a longer sitting, CELPIP General fits. If you already have a strong IELTS band history or you want to talk to a live examiner, IELTS General Training still works, though it is the slowest of the three to report.

What you need to score in each test for CLB 7, 8 and 9

IRCC publishes one equivalency chart that converts every approved test to CLB, which is the only way to compare a PTE Core 79 against a CELPIP 9 or an IELTS 6.5. The table below shows the minimum result in each test for the three CLB levels that matter most in Express Entry, in Listening, Reading, Speaking and Writing order.

Two things are worth reading off that table. First, CELPIP levels line up with CLB levels one to one, which makes CELPIP the easiest of the three to interpret at a glance. Second, the IELTS Listening requirement climbs faster than its other skills, so an IELTS candidate chasing CLB 9 needs an 8.0 in Listening while 7.0 is enough in the other three. PTE Core: fastest results, machine marked

PTE Core is Pearson's test built specifically for migration to Canada. It runs about two hours with no scheduled break, across three parts: Speaking and Writing, then Reading, then Listening. There are 19 scored task types in total, and several of them are integrated, meaning one response feeds two of your four skill scores at once. Read Aloud, for example, counts toward Speaking and Reading, and Summarize Written Text counts toward Reading and Writing.

The content is workplace and everyday material rather than academic: notices, short emails, conversations and situational prompts. Writing is a 100 word email, not a 300 word essay. Scoring is automated, which is why results usually land in two business days.

The trade off is that a microphone does not prompt you or wait for you. Every Speaking task has a fixed recording window, and silence costs marks. CELPIP General: human raters, longer sitting

CELPIP General is Paragon Testing Enterprises' four skills test, designed in Canada and used mainly for Canadian immigration and citizenship. It takes about three hours in one sitting and is delivered entirely on a computer, including Speaking, which is recorded rather than spoken to a person.

Its Speaking and Writing responses are scored by trained human raters against published rubrics, which is the main reason candidates choose it over PTE Core. Scores come back on the CELPIP level scale of 1 to 12, and because those levels map directly to CLB levels, a CELPIP 9 is CLB 9 with no conversion table needed. Results are usually available in your CELPIP account within 4 to 5 calendar days.

CELPIP's accents and scenarios are North American throughout, which some candidates find easier and others find unfamiliar. The longer sitting is a real factor if stamina is your weak point.

IELTS General Training: live examiner, slowest results

IELTS General Training is the version of IELTS accepted for Canadian immigration, as distinct from IELTS Academic. It runs about two hours and 45 minutes: Listening is roughly 30 minutes, Reading 60 minutes, Writing 60 minutes, and Speaking 11 to 14 minutes. Speaking is a live conversation with a trained examiner, either face to face or over video call, which is the single biggest structural difference from the other two tests.

Scores are reported in bands from 1 to 9, in half band steps, per skill plus an overall band. Results take 3 to 5 days for the computer delivered test and 13 days for the paper based one. If your application has a deadline, that 13 day window is worth checking before you book paper.

IELTS suits candidates who think better in conversation than into a microphone, and those who already know their band history from a previous sitting. It is the slowest of the three to report and the only one where a human being is in the room while you speak, which cuts both ways depending on your nerves.

How to choose between them

Work through these in order rather than looking for a single winner.

• Check your deadline first. If you need a score in your Express Entry profile within a week, PTE Core's two business day turnaround is decisive, and paper IELTS is out.
• Then check your Speaking style. Fluent talkers who freeze in front of people do better on PTE Core or CELPIP. Candidates who need a listener to react to them do better on IELTS.
• Then check your weakest skill. Your eligibility CLB is set by your lowest of the four abilities, so run a practice test in two formats and pick the one where the weak skill improves fastest, not the one with the best average.
• Then check availability near you. All three run year round in Canadian cities, but seat availability at a specific centre and date varies, and a test you can sit in three weeks beats a test you can sit in nine.

What should not drive the decision is a claim that one test is easier. IRCC treats a CLB 9 as a CLB 9 no matter which of the three produced it, and there is no bonus for the harder route.

What all three have in common

Every one of these tests is accepted for the federal Express Entry programs, reports separately on Listening, Reading, Speaking and Writing, and stays valid for two years from the test date. In all three, your score must still be valid on the day IRCC receives your permanent residence application, not only on the day you create your profile. And in all three, IRCC checks each ability against the program minimum on its own rather than averaging your four results, so one weak skill caps your eligibility no matter how strong the other three are.
